The construction industry plays a vital role in advancing economic development, infrastructure resilience, and national competitiveness across the United States. Despite continuous technological progress, construction projects continue to experience productivity losses caused by contract ambiguity, fragmented contractual obligations, inefficient claims management, prolonged dispute resolution, and inconsistent regulatory compliance. Conventional contract administration methods often struggle to manage the growing complexity of modern infrastructure agreements, resulting in project delays, budget overruns, communication breakdowns, and increased legal risks. This study investigates the application of artificial intelligence as an intelligent contract governance mechanism for simplifying contractual complexity and improving project productivity throughout the United States construction industry. The research examines the capabilities of artificial intelligence technologies, including natural language processing, machine learning, intelligent document analysis, predictive dispute analytics, automated compliance monitoring, and contractual risk assessment, in strengthening contract administration and supporting informed project decision-making. Furthermore, the study develops an integrated framework illustrating how AI-enabled contract intelligence enhances workflow efficiency, minimizes contractual uncertainties, improves stakeholder collaboration, accelerates claims resolution, and optimizes project execution from procurement through project completion. By bridging construction management, legal informatics, and digital innovation, the research demonstrates how intelligent automation can transform contract governance into a strategic driver of productivity, transparency, and operational excellence. The findings provide practical guidance for industry leaders, policymakers, and project organizations pursuing sustainable digital transformation across United States construction projects.
