The modernization of the United States electric grid has accelerated in response to increasing infrastructure complexity, growing energy demands, and emerging cyber and physical threats. However, fragmented modernization initiatives often result in isolated technology deployments that limit interoperability, operational coordination, and long-term system resilience. This study examines the foundations of digital grid modernization. It proposes a standardized framework that integrates intelligent substations, fiber-based communication networks, and digital grid control systems to strengthen infrastructure resilience. Findings suggest that standardized modernization frameworks supported by interoperable communication architectures and intelligent grid control systems can improve situational awareness, optimize asset utilization, enhance outage response, and strengthen the reliability and resilience of critical electricity infrastructure. The study concludes that coordinated implementation involving utilities, regulators, technology providers, and policymakers is essential for developing secure, scalable, and future-ready digital electricity networks capable of supporting resilient national infrastructure.
